Version of 26/10/2026

The full text dey for English; the French version na the reference.

This agreement binds ConnectPlus and anyone who connects to its networks or uses its services (the "User"). Logging in (ticket, username, subscription), buying an offer or using the service means full acceptance of these terms. The French version is the reference text.

1. Who we are

ConnectPlus is a neighbourhood Internet service provider run by Ngameni Ornel Maxime, Ndogpassi, Douala, Cameroon. Contact: +237 698 57 94 93 (call or WhatsApp).

For any question about this agreement or your data, contact us on this number.

2. Services

ConnectPlus provides Internet access over Wi-Fi (hotspot with a ticket or an account), home connections (PPPoE) and related services (IPTV, custom offers, student rate).

Each offer's features (speed, data volume, validity, price) are those shown on the portal, or in the accepted offer, at the time of purchase.

3. Acceptance

The User accepts these terms by ticking the box, by clicking "I accept", or simply by logging in or using the service.

ConnectPlus keeps proof of this acceptance (version accepted, date, username or ticket, device hardware address).

If you do not accept these terms, do not log in and do not use the service.

4. Access, tickets and accounts

A ticket or a username is personal. The User is responsible for its use and for keeping the codes secret; any login made with them is deemed made by the User.

Reselling, organised sharing or providing the service to third parties (for example through a personal hotspot) is forbidden without ConnectPlus' written consent.

A ticket starts according to the offer's rules (for example at the first login) and expires at the end of its validity or when its data is used up, even if not fully used.

5. Quality of service

Advertised speeds are maximum speeds ("up to"). Actual speed depends on the number of users, distance, the device and ConnectPlus' Internet link, among others. It is not guaranteed.

ConnectPlus makes its best efforts to keep the service running, but interruptions can happen (power cuts, failures, maintenance, outside events).

Data counting can be delayed, so a small overshoot of the offer's volume may be tolerated before the line is cut; it is never charged extra. When the volume is used up, the connection is cut.

6. Prices and payment

Prices are in CFA francs (XAF). Tickets and passes are prepaid.

Mobile Money payments go to the accounts in the name of Ngameni Ornel Maxime shown on the portal and on invoices. The User sends the proof of payment (screenshot) on the portal and may hide the balance.

Monthly subscriptions are invoiced. Invoices are payable within 3 days. If unpaid, the service may be suspended until payment.

The student rate requires a valid school-fee receipt and is checked every 3 months. Without valid proof the account may be suspended or moved to the normal rate.

Used or expired tickets and passes are not refundable. If a failure caused by ConnectPlus prevents a ticket from being used, ConnectPlus extends or replaces it.

7. Prohibited use

The User must comply with Cameroon's laws, in particular Law No. 2010/012 of 21 December 2010 on cybersecurity and cybercrime. It is forbidden in particular:

  • to commit or facilitate any illegal activity (fraud, scams, child sexual abuse material, terrorism, infringing the rights of others);
  • to attack, scan or try to access without permission any device, network or system, including those of ConnectPlus and other users;
  • to send bulk unsolicited messages (spam) or spread viruses or malware;
  • to bypass the portal, data counting, speed limits or any security measure;
  • to impersonate someone or log in with another person's codes without consent;
  • to disrupt the network through excessive or abnormal use at the expense of other users.

In case of breach, ConnectPlus may suspend or terminate access without notice or refund, and report the facts to the authorities.

8. Security

The public Wi-Fi network is open: traffic between your device and the access point is not encrypted by ConnectPlus. Use "https" sites and, for sensitive data, a VPN.

The User protects their devices (updates, antivirus, passwords). ConnectPlus is not liable for damage to the User's devices or data, except through its own fault.

9. Personal data collected

ConnectPlus processes your data under Cameroonian law, in particular Law No. 2024/017 of 23 December 2024 on personal data protection. We only collect what is needed:

  • Identity and contact: name, phone number, area, message left in a request.
  • Connection data: username or ticket code, device hardware (MAC) address, assigned IP address, access point used, session start and end times, data volume used, browser identity ("user agent") when accepting these terms.
  • Payment: transaction screenshot (the balance may be hidden), reference, amount, date, payer name.
  • Student rate: name on the receipt, phone, school, level, programme, specialty and photo of the school-fee receipt.
  • Billing: invoices, payments, plan, fixed IP address if any.

ConnectPlus does not record the content of your communications or the list of websites you visit. Passwords are never kept in clear text in logs.

10. Why we use your data

  • to provide the service: authenticate your logins, apply your offer's speed and volume, cut access when it expires;
  • to invoice, collect and check payments, and contact you about your order or account;
  • to check eligibility for the student rate;
  • to keep the network secure and prevent fraud and abuse;
  • to meet our legal obligations, including keeping connection data and answering lawful requests from judicial authorities;
  • only with your consent (tick box): to send you our offers and produce statistics to improve our services.

Your data is never sold.

11. Recipients and hosting

Only the ConnectPlus team can access your data, as far as needed, and authorised authorities on a lawful request.

ConnectPlus' central server (authentication, billing, portal) is hosted outside Cameroon, in the United States. It is linked to the local network over an encrypted connection and is not publicly reachable. By accepting these terms you consent to this transfer.

Messages we send you may pass through third-party services (Mobile Money, WhatsApp, SMS, e-mail) under their own terms.

12. Retention

  • Connection data: for the period required by law, in particular Law No. 2010/012 on cybersecurity;
  • Invoices and proofs of payment: 10 years (accounting obligations);
  • Student receipts and details: while the student rate applies, then 12 months at most;
  • Requests that did not go ahead: 12 months at most;
  • Proof of acceptance of these terms: during the relationship, then 5 years.

13. Your rights

You can ask to access, correct or delete your data (subject to legal retention), object to its commercial use or withdraw your consent at any time.

Contact us on +237 698 57 94 93. We answer within one month at most. You can also refer the matter to Cameroon's personal data protection authority.

14. Liability

ConnectPlus' liability is limited to the amount paid for the offer concerned. ConnectPlus is not liable for content viewed or shared by the User, nor for indirect damage (loss of data, revenue or opportunity).

The User is responsible for how they use the service and holds ConnectPlus harmless from any claim arising from unlawful use.

15. Suspension and termination

A monthly subscriber may cancel at any time by contacting us; the period already invoiced remains due.

ConnectPlus may suspend or terminate access for non-payment, breach of these terms, fraud or at the request of the authorities.

16. Changes

ConnectPlus may change these terms. The new version is published on the portal with its date and shown to you at your next login. Continuing to use the service means accepting the new version.

17. Governing law and disputes

This agreement is governed by Cameroonian law, in particular Law No. 2010/013 of 21 December 2010 on electronic communications and framework Law No. 2011/012 of 6 May 2011 on consumer protection.

The parties first seek an amicable settlement. Failing that, the competent courts of Douala have jurisdiction.
